CONSTITUTIONAL RULES

TITLE AND CONSTITUTION.

1.1.1         This amalgamation of clubs shall be called the Rhyl and District Junior Football League and shall consist of all clubs the Management Committee shall consider eligible, whose local grounds are situated within the following boundary:

                  Commencing at the Nant Hall Prestatyn, the boundary shall follow the unclassified road the B542 to Bodfari and continue along the A543 road to include the town of Denbigh, Henllan and Trefnant.

                  For the purposes of this constitution “Boundary” relates to clubs/teams.  Player registration boundaries have been removed

                  The line shall then continue west along the A543 to include Groes and Bylchau, continuing along the A544 road to include the communities of Llansannan and Llanfair TH.

                  From Llanfair TH, the boundary shall follow the A548 road west to Garthewin and directly north across country to follow the line of the unclassified road, immediately east of the Afon Dulas to the sea.

1.1.2         The League shall be affiliated to the North Wales Coast Football Association and all member clubs must be affiliated to their area association in which their ground is situated. The League shall be divided into several divisions as required and approved by the Management Committee and reviewed Annually

1.1.3         Teams failing to affiliate with the league before 1st August may incur a fine as per scale

1.2.0         EXECUTIVE COMMITTEE.

1.2.1         The members attending an Annual General Meeting shall appoint the following officers annually to the Executive Committee:

                  Chairman, Vice Chairman, Hon. General Secretary, Hon. Assistant Secretary, Treasurer, Hon. Assistant Secretary (Registrations), Hon. Assistant Secretary (Fixtures), Hon. Assistant Secretary (Referee’s Appointments).

1.2.2         Where possible no officer should hold an official position within a club in this League. No more than one person associated with the same club within the League to serve on the Executive Committee at any time.  Where possible the tenure of the executive officers shall be staggered to ensure that at any one A.G.M at least half of the officers remain in post.

1.2.3         In addition, the Management Committee will also elect on an annual basis a voting representative to serve on the NWCFA Executive Council. Applications will only be accepted from candidates who have served a minimum of three years on the Executive or Management Committee.  No officer shall automatically continue their post even if there are no alternative nominees, a vote of the management committee shall be held in any event.  The general secretary shall ensure that member clubs are instructed to put forward nominations by the April meeting each year, to allow sufficient time for the member clubs to review the vacancies with prospective nominees.

1.2.4         Where possible, no officer should hold more than one position in the League. Where an officer is appointed to more than one position, they will relinquish the position for which a candidate becomes available or relinquish one of the positions at the following A.G.M.

1.2.5         A Patron and President will be elected by the Management Committee and they will hold office for a period of five years

1.2.6         Vice Presidents can be appointed and dismissed by the Management Committee but anyone nominated for the appointment must have served a minimum of ten years unbroken service with the League, in an official capacity. Service as a manager within the League may be taken into consideration at the leagues AGM.

1.2.7         Any League official who resigns their post, during their term of office must do so in writing. A verbal resignation will not be deemed official and that person will remain in office until such written confirmation is received. If a written retraction / confirmation is not received by the General Secretary within 14 days of a verbal resignation, then the General Secretary of the League will declare the resignation official.

1.2.8         An executive committee meeting shall consist of a minimum of three officers and should be recorded, minutes of the meeting shall be provided to member clubswithin 14 days of the date of the meeting and issued for information, any action intended as a notification to a member club will require no further notification.

1.2.9         Contacting league officers. League officers must respond to queries from member clubs in a timely manner

1.2.10       All officers can be contacted via email and will endeavour to reply within two days.  All correspondence received by email that is intended to be raised as correspondence at the management committee meetings shall be made clear within the subject header by the club secretary at the time of writing, this electronic communication will be taken as formal correspondence and raised by the general secretary at the next meeting.  

1.2.11       Formal hard copy correspondence shall be replied to in similar style within seven days.  

1.2.12       Correspondence or discussion held via social media or any other message system will not be deemed to be official correspondence.

1.3.0         MANAGEMENT.

1.3.1         The League shall consist of a Management Committee, which will comprise of one representative from each registered club, the Executive Officers and a representative from the North Wales Coast Football Association.

1.3.2         There shall be kept a minute book, giving a true record of all resolutions adopted and of all decisions passed. All minutes of Executive and Management Committee meetings to be available to any manager / official of any club within the league within 14 days of the date of the meeting and issued for information, any action intended as a notification to a member club will require no further notification.

1.4.0         MANAGEMENT COMMITTEE.

1.4.1         The Management Committee may appoint any sub-committee they consider necessary and delegate powers to the sub-committee, as they so wish. All decisions of a sub-committee are subject to ratification by the Management Committee, with the exception of the Disciplinary Committee.

1.4.2         All clubs/teams belonging to this League will play to the laws of the game, as laid down by the F.A. of Wales.

1.4.3         A sub-committee will be formed each year, to deal with Disciplinary matters, which are in contravention of the constitutional rules of the League.   The sub-committee will be called The Disciplinary Committee and will meet at any time at the discretion of the League Chairman.   The formation of this committee will consist of the Vice Chairman, Secretary, two (2) members of the management committee/league and a non-voting secretary

1.4.4         A disciplinary disclosure or complaint must be received within 3 days (excluding weekends) of the incident. On receipt of a disciplinary disclosure or complaint the following timescales shall aimed to  be adhered to:-

                  +2 days                          General Secretary to formally write to the Club Secretary with the complaint/disclosure, date of the hearing meeting and league code of practice

                  +7 days                          Club to formally reply to the complaint and advise attendance at the hearing

                  +4 days                          Disciplinary hearing convened

                  +2 days                          General Secretary to formally write to the Club Secretary with the outcome of the hearing and any sanctions levied        

                  +7 days                          Club to formally reply to the charges/sanctions and accept or appeal

                  Next Management meeting        General Secretary to report the outcome ofdisciplinary hearings (unless under appeal with NWCFA or FAW).

1.4.5         The General Secretary will inform clubs of any Disciplinary matters being brought against them, in order to give the club’s, the opportunity to defend their case(s), either personally or in writing. Each case will be dealt with individually, within the League’s rules. The sub-committee will exercise a code of practice, of which all the clubs will be made aware.  Any disciplinary meeting will be held within 14 (excluding weekends) days of original complaint being received by General Secretary.  Any club failing to respond to the formal correspondence within 7 days will be fined (see scale).

1.4.6         The Disciplinary Committee may impose an individual fine not exceeding £100, or any such punishment deemed necessary on clubs/officials, who in the opinion of the said Committees are in breach of the League’s constitutional rules.  This committee will be authorised to issue punishment it sees fit, in accordance with the rules of the League.

1.4.7         The Executive Committee of the League are sole interpreters of the rules and from their decision there can be no appeal to any other court or body (in law or otherwise), save and except initially to the appeals committee of the North Wales Coast F.A. and in case of dispute of their ruling to the appeals board of the F.A. of Wales, whose decision must be accepted by the clubs and members of this League, as final and binding, upon all concerned.

1.4.8         Offending clubs have the right to appeal to the North Wales Coast F.A. against any decision taken by the Disciplinary Committee.

1.4.9         Upon completion of the disciplinary process, the Disciplinary Chairman via the General Secretary, will inform the League Management Committee of their findings and the outcome of any appeal etc.

1.4.10       The general secretary will also report to the monthly management committee with the outcome of any NWCFA disciplinary rulings including any sanctions taken against a club, coaches, players etc. including the terms of any bans WHERE THIS INFORMATION IS AVAILABLE

1.5.0         MEETINGS, QUORUM, VOTING.

1.5.1         The Management Committee will meet on the first Tuesday of every month, the quorum of one third of the clubs in membership at least to be present. Any changes to the date of the next meeting or notice to cancel a meeting will be formally issued by the General Secretary to the club secretaries and representatives with 7 days’ notice. Every club to have a Vice League representative.

1.5.2         Attendance is compulsory at the Management Committee meeting. Any representative or officer not able to attend a meeting must notify the General Secretary, if no apology then a fine may be imposed. Any club or officer failing to attend a meeting will be fined (see scale).  Any club that misses more than 2 consecutive meetings will be subject to disciplinary. Missing 3 meetings within one season may lead to removal from the league.

1.5.3         Each member of the Management Committee shall be entitled to a vote. The Chairman of the meeting shall only have a casting vote, in the event of voting being equal. This shall only apply to voting at any committee or sub-committee.

1.5.4         Any club or league officer missing more than 3 meetings will be dealt with by the executive and management committee and fined (see scale).

1.6.0         ANNUAL GENERAL MEETING.

1.6.1         The Annual General Meeting will be held in the month of June or as soon as practical after the NWCFA AGM, for the consideration of the rules of the League, statement of accounts, the election of officers and any other business which the Management Committee consider relevant. Each club will provide a club representative for the AGM and other League meetings that require their presence to vote on behalf of the club. The Club Representative will attend any meeting only with the approval of their Club Secretary. Any member club failing to be represented at the AGM will be fined (see scale).

1.6.2         All business to be transacted at the Annual General Meeting shall appear on the agenda which must be circulated to all clubs and voting members ten days prior to the date of the meeting.

1.6.3         Honorariums will be reviewed each year to: General Secretary, Assistant Secretary, Treasurer, Assistant Secretary-Registrations, Assistant Secretary-Fixtures, and Assistant Secretary-Referee’s Appointments.

1.6.4         Nominations for the election of officers must be received by the General Secretary by the 30th April each year. If a nomination has not been received for a particular position by the date requested, it is only then that a person’s name can be accepted at the A.G.M. for the position in question. Only one position may be applied for under this procedure. Any positions still vacant at the AGM may be subsequently made available to unsuccessful applicants.  Any person nominated shall have the right to attend the A.G.M. to be able to provide background information and discuss the skills they intend to bring to the role if their nomination is successful.

1.7.0         ALTERATION TO RULES.

1.7.1         All alterations or additions to the rules, must reach the Hon General Secretary on or before the 30th April in each year, to be voted on at the first meeting following the AGM.  The General Secretary shall issue all proposed changes to the management committee 14 days prior to the first meeting following the AGM, to allow member clubs to review the proposals and discuss them with their club committees prior to voting.

1.7.2         The league shall not have more stringent rules than any of the area association or Football Association of Wales.

1.7.3         The General Secretary shall make the agreed and ratified changes to the constitution AND SEND TO THE NWCFA for further ratification.  Once returned by the NWCFA SHOULD issue the latest version to each member club by the September meeting WHERE POSSIBLE, thus ensuring that all member clubs are aware of the constitutional obligations and rules at the commencement of the season.  This can also be achieved by storing the document online and providing access to all clubs.

1.8.0         SPECIAL GENERAL MEETING / EMERGENCY GENERAL MEETING.

1.8.1         No Special General Meeting shall be convened unless a requisition is received signed by not less than two thirds of the clubs in the League, or at the request of two thirds of the Management Committee.

1.8.2         The requisition must contain full details of any suggested alteration or addition to rule or rules. On receipt of such request, the Secretary will call the necessary meeting within twenty one days, giving the clubs and voting members seven days’ notice of such a meeting, describing in full the reason for calling the meeting.

1.8.3         The Executive Committee of the League may call, at their discretion an emergency meeting to deal with any matter which the Executive Committee of the League deem to be of an urgent nature.

1.8.4         Approval for such a meeting can only be given with the authority of the League chairperson and their Deputy. All voting members must be given at least 7 days’ notice of such a meeting together with an agenda of what is to be discussed at the meeting.

1.8.5         Member clubs may also call an emergency meeting but must have at least two thirds of the member clubs in agreement for such a meeting this being in writing and stating the purpose for the meeting and again 7 days’ notice must be given.

1.9.0         TRUSTEES.

1.9.1         The Chairman and General Secretary of the League shall be for all intents and purposes the legal holders of the cups and any other property in trust for the League.

  1. ACCOUNTS.

1.10.1       The League shall keep a book of accounts, showing in detail, all items of income and expenditure. The Treasure shall produce a statement of accounts for the examination of all the officers and clubs in the League at every monthly Management Committee meeting.

1.10.2       The funds of the League shall be lodged in a bank or building society approved by the Management Committee. All cheques to be signed by two, from Chairman, Treasurer, General Secretary or Assistant Secretary Registrations.   The League year will end on the last day of May unless extension has been granted by the North Wales Coast FA

1.10.3       The accounts each year shall be audited by independent auditors, appointed by the Executive Committee at the end of the financial year, in order that an audited statement of accounts may be drawn for the A.G.M. All the monies received for final ties, will be paid into the League accounts.

1.10.4       All administration fees for the registrations, de-registrations, transfers, annual subscriptions and guarantee fees etc. must be sent to the Assistant Secretary – Registrations.

1.10.5       All monies for fines, protests, claims and complaints, must be sent to the General Secretary

1.10.6       Cheques / money orders to be made payable to the Rhyl and District Junior Football League. All monies will be passed on to the Treasurer, after being registered as paid in time allotted by the said Secretaries.

1.10.7       Duly elected League officers may claim expenses from the League. Any officer who represents the League at any meeting may claim expenses but this expenditure must be sanctioned by the General Secretary. Mileage allowance claimable is 45p per mile. This should be reviewed at the leagues AGM

1.11.0       MANAGERS/COACHES.

1.11.1       All managers/coaches must be named and entered through the comet system All coaches entered on the comet system will need to be F.A.W first aid trained and hold any relevant required qualifications. All teams must have a first aid kit available at a match. A league official may check at game, if a team does not have first aid kit then that team will be fined (see scale).

1.11.2       All Managers/Coaches/Executive Officers and club officials must enter a disclFE24osure form that will be submitted to the DBS. This will be renewable every three years or at any such time as considered appropriate by the League’s safe guarding advisor or club safeguarding Officer. There is no fee involved due to all parties being volunteers. On receipt of the DBS certificate all Managers/Coaches/Executive Officers shall make an application to the FAW for registration through the comes system.

1.11.3       The League General Secretary must liaise with the North Wales Coast FA on the right to refuse a prospective application to manage/coach a team within this League. Clubs/teams must notify the General Secretary of any change of Manager/Coach on entry to the said club/team immediately that person is appointed.  Any changes to team management contact details shall be recorded with the General Secretary and the league contact sheet updated and disseminated to the member clubs within 14 days of the change being logged.  Failure to notify the general secretary will result in a fine (see scale)

1.12.0       APPLICATION FOR MEMBERSHIP.

1.12.1       Application for membership shall be made to the League’s General Secretary on or before the Annual General Meeting.   Clubs intending to resign from the League must do so on or before the Annual General Meeting. All claims by that club, against the League, must be submitted in detail before the Annual General Meeting.

  1. New clubs wishing to apply to enter the League after the A.G.M. may do so, but acceptance of which must be authorised by the League’s Management Committee. No new club will be accepted into the League, after the October Management Committee Meeting except if the management committee deem exceptional circumstance.
  1. All clubs will make available a copy of their constitutional rules to the League Secretary at the beginning of the season

1.12.4       Clubs will make available within 14 days of a written or email request by the General          Secretary a copy of their audited and latest accounts to the League Treasurer.

1.13.0       SUBSCRIPTIONS AND REGISTRATIONS OF TEAMS / CLUBS.

  1. All teams shall pay an annual subscription fee,   This will be reviewed at the AGM each year

1.13.2       Each new club, when entering the League, must pay a deposit of £50, by way of a guarantee that the club will duly perform its full obligation to the League. If the League has no claim against the club when they resign from the League, the deposit will be refunded. The deposit will not be allowed to be used by any Club or taken by the League as part payment of any fines.

  1.   Clubs wishing to enter an additional team(s) on agreement of Executive Committee, after commencement of the season, must pay £10 per team, in addition to the annual subscription fee of £25. Rule 21.6 will not be enforced in this instance.   No team will be allowed to enter the League after the October Executive Committee Meeting except if the management committee deem exceptional circumstance.
  1. If a team resigns from the League once the season’s fixtures have commenced then that team will be automatically fined (see scale) EXCEPT BY AGREEMENT OF MANAGEMENT COMMITTE.   If the team in question is part of a club, then the responsibility for the fine will be down to the club.
  1. Once a season has commenced a team may not change its alliance to another club. Any team that wishes to do so must wait until the end of the season.   It will not be accepted for a club/team to cancel its player’s registrations, in order to re-enter the League a newly formed team, as per rule 1.13.2.

1.14.0       CLUB COLOURS.

1.14.1       Each club in the League shall register its colours with the League Secretary each season before 30th June and this is to include each team within the club if their colours are to vary. In the event of two teams having the same or similar colours then the home team must change. A team may change its colours due to unforeseen circumstances, but permission must be sought from the League Secretary. Failure to complete this registration will result in a fine (see scale)

1.14.2       In accordance with Law 4 of the Laws of the game, all players including goalkeepers must wear a jersey with colours that distinguish them from the referee and assistant referee; teams therefore must ensure that their teams do not wear predominantly black kit, since the only person allowed to wear predominately black kit will be the referee. The referee’s attire shall fully with the requirements of the referee’s association will be totally in his right to refuse to play a match until such time this rule has been complied with.

1.14.3       Inappropriate kit sponsorship for Junior League football e.g. pub names, cigarette or alcohol brands or any other advertising deemed unsuitable by the majority of the Executive Committee may not feature on any items of equipment i.e. shirts, shorts or tracksuits.   Clubs cannot commit the League to any liability of their behalf or that of their sponsors without the written permission of the General Secretary of the League.

1.14.4       All clubs/teams must ensure that all players are wearing correct footwear and shin pads prior to the game commencing. If checked by a League official the player will be removed from play and the club/team will be fined (see scale).  Only part of a players name will be allowed on the shirt(First name or surname).

1.14.5       Football outfits (such as shirts, socks, shorts) and any other equipment, which is the property of the League, will not be used by League clubs for their own use.  These will be made available to representative squads at the discretion of the Executive Committee.

1.14.6       The Rhyl & District Junior Football League colours for the representative sides will be yellow & green.

1.14.7       The league shall allow player to wear warm garments under their shirts and tracksuit bottoms in extreme weather conditions. At the referees discretion and within the laws of the game

1.15.0       DEFINITION OF PLAYERS

1.15.1       Players shall be non-contract players & must be under the age of the division he/she wishes to play in, on or before midnight on 31st August in each year.   A player whose birthday falls on 1st September must play in the higher age division.

1.15.2       The League will allow teams to register girls in order to participate in all League competitions, under 7 to under 16 age groups. A female adult must accompany girls who participate within the League.

1.15.3       Age groups to be:                                                      Over 6 years to under 8 years

                                                                                                      Over 10 years to under 11 years

                                                                                                      Over 11 years to under 12 years

                  (These age groups above will be small-sided football only)

                                                                                                      Over 14 years to under 15 years

                                                                                                      Over 15 years to under 16 years

                  The qualifying dates for the age groups are given within NWCFA rule book Rule 2.3

1.15.4       Whilst a boy / girl remains on the roll of a recognised school, priority must at all times be given to school organised activities in accordance with the recommendation of the F.A of Wales.   In accordance with a letter received from the F.A of Wales, the parent and the child have complete freedom of the child’s activities outside school hours.

1.15.5       A player who is 7 years and over before the qualifying date approved by the F.A.W. in any playing season cannot play in a team involving players who are more than two years older than himself/herself.   A player who is under the age of 16 can only play for one club.  A player who is eligible to participate in small-sided football (under 11) will not be allowed to participate at under 12 level unless it is being run as non-competitive.

1.16.0       REGISTRATION OF PLAYERS

1.16.1       All players must register through the comet system for the relevant club before playing.

1.16.2       A playing member of a club/team is one who has registered successfully on the Comet System, or one who has transferred to such club/team and the receipt of such registration or transfer has been duly confirmed via the Comet System.

1.16.3       Any player once a paid up registered member of this League will not have to pay another full registration fee if the team he plays for disbands and he applies to register for another team/club. A registration fee of £2 will be acceptable(via comet system). If a team/club disbands and a player has played in a cup competition then that player is eligible to play for his/her new team in the same cup, as the disbandment was no fault of the player.

1.16.4       A club or a / club/team knowingly inducing a player to sign for more than one club/team will be dealt with by the Disciplinary Committee player can only register with one club/team at a time. A player registering for more than one team.

  1. Each team will be required to register all their players on the Comet system.  A successful registration is only one that has been confirmed by the Comet system
  1. The assistant secretary – registrations shall ensure that each team have a minimum of fourteen (14) players registered by 31st August. All registrations must be paid for on the Comet System when invoiced.   The maximum number of players allowed to be registered at any point in time by a team in any playing season is twenty (20).

1.16.7       When registering a player it is the responsibility of the manager to check player’s birth certificate or medical card and thus endorse the registration form that the check has been made before submitting online via the Comet System. Any manager not complying with this rule will be fined (see scale)

1.16.8       All players will be required to produce a player ID card following successful registration.  The team manager is responsible for ensuring that each player that attends a game has the registration card with them.

1.16.9       Comet Player ID cards must be available for inspection by opposition managers/welfare representatives on request.  Failure to do so will result in fine. (See Scale)

1.16.10     Players registering with this Junior League cannot register with another Junior League in the same season unless their registration has been cancelled or transferred to the said other League.

1.16.11     Registered players of this Junior League who register or play with any other Junior League team will have their registration with this  League cancelled therefore making them ineligible to play in any League or Cup matches organised by this League.  No team shall register any player already registered with another Junior League.  A fine (see scale) will be imposed on any team/club found guilty.

1.16.12     A player who is registered with this League at the commencement of the season but moves out of the League area may continue his/her registration with the League until the end of that season, at the discretion of the executive  Committee. 

1.16.13     A player must be registered at least 14 days prior to the conference date of any cup match.

1.16.14     Managers will be responsible for the safe keeping of player’s registrations and will be required to produce their player’s registration on comet at the commencement of each match,. This gives both managers time to check identities of players.   If a comet registration slip cannot be produced before the commencement of a match for any player, then that player will not be eligible to play until such registration is produced..  Managers found abusing this rule will be fined (see scale).

1.16.15     Team managers must recommend their 4 best players for the representative squads of the League.

1.16.16     The Executive Committee have the right to refuse any players application to register with this League (the production of a completed form JLR 1 will be deemed as an application form for this purpose).

1.16.17     Any player who resides outside of our league boundaries needs to obtain permission from both the association they reside in and the North Wales Coast F.A. To obtain permission club secretaries need to send a letter to the league general secretary whom will send to NWCFA general secretary. Once permission is given by all parties’ player can then be registered.  Players are unable to play until permission is received by the General Secretary of the North Wales Coast.  Playing a player in this category will result in disciplinary charges against the team

1.17.0       PLAYERS TRANSFERS AND CANCELLATIONS

1.17.1       The transfer of a player from one club to another must be completed online via the Comet System.  The club / team wishing the transfer must request the transfer.  Requesting team must then confirm transfer on the Comet System, Players cannot play for the new team until the new manager has online confirmation that the player has transferred.

1.17.2       If the club refuses to sign a player transfer form within fourteen days, or withholds the players transfer, then the club wishing the transfer may make application to the Registration Secretary to intervene .

1.17.3       A transfer takes seven days to complete that is after seven days written notice is given from the requesting club. Will be completed asap on the Comet system following successful requests.

1.17.4       Any player transferring to or from another Junior League cannot transfer again during that season without permission from the league management committee

1.17.5       No transfer will be permitted after midnight last Thursday of March of each year, this to include all age groups. Registrations will not be permitted after 31st March each year (as laid down by the F.A. of Wales).

  1. Any club/team/club official/manager/coach or club representative found guilty of inducing or attempting to induce, either directly or indirectly a player of another League club to join their club shall be guilty of misconduct and may be liable to suspension, or such penalty as the Disciplinary Committee shall decide.  It is the club/team responsibility to pay any fine imposed.  This will not apply to small-sided football.
  1. A registration of a player, can only be terminated as follows:-
  • By a decision of the North Wales Coast Registration Secretary.
  • By a decision of the League’s Executive Committee.
  • By a player himself/herself.
  • By the team manager of the player.

1.17.8       In cases (c) and (d) team manager must send to the League’s Assistant Secretary – Registrations notification and letter stating player has left the form will then be filed.  The club should cancel the registration on the Comet System. The player cannot re-sign for another club/team for the reminder of the season. Failure could result in fine

1.18.0       PLAYING INELIGIBLE PLAYERS

1.18.1       Any team found to have played an ineligible player or players in a League match will have 3 points deducted for each match in which the ineligible player(s) had participated and will be fined (see scale) by the Disciplinary Committee.  The League may order the match or matches to be replayed with the offending team being ordered to pay the expenses of the non-offending team for the said replay.

1.18.2       The same will apply to cup matches except where it related to 3 points deducted and replays, as the offending team will be adjudged to have lost the match.

1.18.3       If the team has 2 or more players involved in school activities, then that team may be allowed to postpone a league or cup fixture with the permission of the Assistant Secretary – Fixtures.  However where a team has 16 players registered with the league then the rule will not apply if only 2 players are involved on school activities. This will apply as follows:-

                  16 players registered must have 3 players involved in school activities.

                  17 players registered must have 4 players involved in school activities.

                  18 players registered must have 5 players involved in school activities.

                  19 players registered must have 6 players involved in school activities.

                  20 players registered must have 7 players involved in school activities.

  1. FIXTURES

1.19.1       All fixtures will be arranged on a system decided on by the Executive Committee and shall not clash with the conference dates of any of the FA of Wales or NWCFA cup competition relevant to the League. The commencement date for all League fixtures will be the first Saturday in September of each year or at the discretion of the Executive Committee.

1.19.2       Matches will be played on a Saturday morning except for the under 11 age groups which will be small-sided soccer and will be played on a day and time decided by the League. Kick-off times for other age groups will be predominantly 9.30am and 11am unless a pitch is unavailable for any reason. Outside of these times kick offs can be arranged with the agreement of both teams, fixtures secretary and referee’s secretary.  Midweek matches will be played where necessary and will kick-off at 6.30pm.

1.19.3       Before the commencement of each match, a Comet match report sheet must be completed. Both team managers to complete the sheet prior to game Both managers must check comet I.D slips prior to match. Managers or a League representative can inspect the report sheet before, during or after the match.

Amendment to Rule 1.19.3

Rule

1.19.3 Before the commencement of each match, a Comet match report sheet must be completed 30 Minutes Prior to kick off by both Home and away managers. With the exception of the minis u6s to u11s will have to submit by 12pm noon, Both managers must check comet I.Ds prior to match, A League representative  can inspect the report sheet before, during or after the match. Team managers not complying with this rule will be fined (see scale).

1.19.4       On completion of the match both managers must complete the fixture through their comet system.  It is the responsibility of the both team managers to ensure all information is recorded correctly regarding the fixture. Failure to do say may incur fine (see scale)

  1. Comet match report forms not completed properly by the managers may result in a fine (see scale).

1.19.6       Up to and including under 16 age group – flying substitutes will be allowed for example: – any number of substitutions can be made and a player may re-enter the game (all substitutions to be made during a break in play with the permission of the match referee). Up to 18 players can be named for the match day and all 18 are able to partake in the fixture.

1.19.7       Home team managers will be responsible for contacting the opposing team manager in order to confirm their match, ground location, and team colours at least 48 hours before the commencement of the match. The league will not make any changes to fixtures without a minimum of 36 hours’ notice before the commencement of the match other than to postpone the fixture.

1.19.8       Teams may not request a postponement with less than 30 days notice. Postponing a game with less than 24 hours’ notice may result in a fine (see scale) . Should the same with the same fixture in the same season then the committee may look at awarding 3 points to the non offending team and a possible points deduction for the offending team plus additional fine

1.19.9       The league shall notify home manager where possible if there is no referee a minimum of 24 hours before the commencement of the match, thus allowing the managers to make suitable arrangements should there be no referee available for a fixture where possible.

1.19.10     The assistant secretary – fixtures(Referees) shall where possible not appoint a referee with a current or recent affiliation with a member club to games involving that club’s teams, this is to protect the referee against claims of bias and to ensure that the role of the referee is independent.

1.20.0       LATE STARTS

1.20.1       A team responsible for causing a late start whether the match is completed or not, may be liable to a fine (see scale).

1.20.2       The referee must report any team causing a late start to the League’s Assistant Secretary – Fixtures within three days of the match if this has caused him or a following match on the same pitch to be delayed. He must also inform the defaulting team that he is reporting the late start.

1.21.0       DURATION OF MATCHES

1.21.1       Under 6’s/7’s – 4v4      4 x 10 minutes (size 3 balls) no goalkeepers

                  Under 8’s – 5v5            15 minute games , Max playing Duration 50 minutes  (size 3 balls) goalkeepers introduced

                  Under 9’s – 5v5            15 minute games , Max playing Duration 50 minutes  (size 3 balls)

                  Under 10’s – 7v7          20 minute games , Max playing Duration 60 minutes  (size 4 balls)

                  Under 11’s – 7v7          20 minute games , Max playing Duration 60 minutes  (size 4 balls)

                  Under 12’s  9v9            35 minutes each way (size 4 footballs)

                  Under 13’s  9v9            35 minutes each way (size 4 footballs)

                 Under 14’s  11v11        35 minutes each way (size 5 footballs)

                  Under 15s/16s 11v11   40 minutes each way (size 5 football)

                  Relevant sized footballs must be used.

                  Pitch and goal sizes for mini football shall be in accordance with the FAW guidelines issued by the FAW Trust, the 11 a side pitch and goal sizes shall be in accordance with the FIFA Laws of the Game.

1.21.2       All matches to commence provided a team has a minimum of seven registered players available. This does not apply to small-sided soccer.

1.21.3       Clubs shall not mutually agree to play a match in lieu of a League match. If a match is played to a conclusion then it must be a League match. In respect of two teams with different age groups playing on one pitch, mutual agreement must be reached by managers concerned after consultation with assistant secretary fixtures

1.21.4       In case of serious injury or extreme weather conditions In the event of a match not being played to a finish due to reasons neither team has any control over then the Disciplinary Committee may allow the result to stand or order the game to be replayed.

1.21.5       If the abandonment is the fault of a team then the Disciplinary Committee will deal with the team for misconduct, and if no satisfactory explanation is given for the abandonment, the Committee will allow the result to stand, may fine the offending team (see scale) and/or may order the game to be replayed. The Committee will not automatically award three points to the non-offending team, but will deduct three points from the offending team.

1.21.6       Requests for postponement of fixtures by a manager must be given to club secretary who will then post or email request to assistant secretary fixtures with supportive evidence at least 72 hours before the fixture is scheduled to take place. Any team/club failing to comply with this rule will be automatically fined (see scale).

1.21.7       Clubs/teams failing to fulfil a fixture without rendering a satisfactory explanation will be fined (see scale), out of which the disappointed team being awarded such compensation as the Disciplinary Committee deems reasonable.  Another date will be arranged for the match to be played.  The League will not award points to the non-offending team but will deduct three points from the offending team.  For cup games, see rule in cup rules.

1.21.8       A match can only be called off due to bad weather by a League appointed referee, local Council (in respect of Council controlled grounds), School officials (in respect of education controlled grounds), or an appointed officer of the League in relation to any ground. The League Chairman or General Secretary must nominate the officer. Liability for any game that goes ahead where the league has been involved in the decision to play in such weather conditions shall lie solely with the league who must ensure that each member club/team is offered consistent duty of care.

1.21.9       Only the League’s Assistant Secretary – Fixtures will rearrange a League or cup match, unless in the case of a League match the Assistant Secretary – Fixtures has given his permission or consent to agreeing teams.  Clubs cannot change venues without notifying Fixture Secretary/Referees Appointments and General Secretary.  Venues cannot be changed once inside 48 hours of the fixture. Except in Exceptional circumstances.  Venues changed with less than 48 hours’ notice may incur a fine (see scale)

1.21.10     All clubs must inform the general Secretary if any of their teams have entered any NWCFA cup competitions, by the 31st August.  Failure to do so may result in a fine (see scale) and the Assistant Secretary – Fixtures must be updated.

1.21.11     Domestic cup fixtures, will take priority over all League fixtures.  NWCFA cup competitions take priority over all League and domestic competitions.

1.21.12    Any fixture that has not been allocated by either the League or the NWCFA requires sanctioning. Any fixture within Wales can be sanctioned by the league. Any Fixture outside of Wales would also require the approval from the NWCFA. Any Fixture can only be sanctioned against other clubs that are affiliated with their respective associations or Tournaments that also have been sanctioned by their respective associations. Failure to sanction any game played will incur a fine.( see scale )

1.22.0       RESULTS OF MATCHES.

1.22.1       Results of matches including to be entered by both  team mangers to the Comet System no later than 4pm on Saturdays. Midweek results to be entered by both of the team managers no later than Midnight on the day of the match. This remains valid when the Comet system is in use.   Team Managers not complying with this rule may be fined (see scale).

1.22.2       Both Team mangers must ensure match report sheets reaches the league’s assistant secretary fixtures within 3 days of the game being completed (Sunday not included). / Must ensure that the Comet system has been updated with relevant data. Scanned electronic copies will be allowed within 3 days providing the hard copy match report form reaches the leagues assistant secretary – fixtures within 4days of game being completed (Sunday not included) Managers not complying with this rule may be fined. (See scale)

1.22.3       Teams failing to enter a team sheet correctly and fully may incur a fine (see scale)

1.23.0       GROUNDS.

1.23.1       All clubs are responsible for finding their grounds and must notify the League Secretary of the address of the ground, along with a copy in writing of permission from the authorised authority.  Teams may only change a ground during the season on permission of the General Secretary. 

1.23.2       Teams who reside within this League’s area but play in another Junior League must have permission from this League if they wish to play on a ground which is being used by a team within this League and must always give way to a team within this League.  Any team failing to comply will be reported to the North Wales Football Association.

1.23.3       It is the responsibility of the club to ensure there are pitches available to play their games.

1.23.4       It is the responsibility of the club to ensure that grounds meet the requirements of the laws of the game.  Any discrepancy must be notified to the NWCFA and permission sought to use a ground that does not meet these requirements

1.24.0       MISCONDUCT ON/OFF THE FIELD OF PLAY.

1.24.1       Players, officials, and spectators reported for misconduct on the field of play will be dealt with by the RDJFL disciplinary committee.  Any team found guilty of serious breach of rules may be expelled from the League by order of the Disciplinary Committee, the disciplinary meeting will be held within 14 days of original complaint being received by General Secretary.  The defaulting team / club have the right to defend its case and may appeal to the NWCFA. Referees will be dealt with by the NWCFA referees committee

1.24.2       All League teams must be accompanied by a responsible adult at all fixtures. Clubs/teams failing to carry out this rule will be fined (see scale).

1.24.3       A player found guilty of misconduct after being dismissed from the field of play and subsequently banned by the NWCFA at any time during the playing season may have his registration withdrawn by this League.  If that player’s registration is not withdrawn then the League Disciplinary Committee will consider whether that player be allowed to be a member of the League representative squad if so selected by the League Representative Manager.  The Disciplinary Committee must use discretion when dealing with this matter.  The general secretary will report to the monthly management committee with any sanctions taken against a club, coach or player.

1.24.4       Any club/team or manager found guilty of constantly offending against the rules of the game / League will be dismissed from the League and the club/team may be fined (see scale), and the team may be prohibited from participating within this League for the remainder of the season and possibly the following season. Again the Disciplinary Committee to use their discretion when considering this rule.

1.25.0       PROTESTS, CLAIMS AND COMPLAINTS.

1.25.1       All protests, claims and complaints must reach the League Secretary within 3 days of the suspected offence (Sunday excluded).  Three copies of such protests claim or complaints must be sent with a fee of £10, which will be treated as a deposit pending the hearing of the protest, claim or complaint.  The disciplinary meeting will be held within 14 days of original complaint being received by General Secretary.  The fee will be declared forfeit if the Disciplinary Committee does not sustain the protest, claim or complaint.  Any club, player or official may appeal to the NWCFA against any decision taken by the Executive / Management Committee or sub-committee thereof.  Such appeals must be in triplicate with a deposit of £45 and must reach the Secretary of the NWCFA within 3 days of the decision being given, or if not present at the meeting within 7 days from the date of the decision was mailed to them in writing.

1.25.2       All fines must be paid to the General Secretary within 14 days from the date recorded on the correspondence from the General Secretary. 

1.25.3       Clubs/teams failing to pay fines within 14 days will receive an additional fine (see scale) and have their fixtures postponed until such fines are paid.  Rule 21.7 will be brought into operation for the consideration of the Disciplinary Committee.  In relation to cup matches, the teams involved in the non-payment of fines will be expelled from the cup competition if a cup game has to be postponed due to non-payment of fines within the said 14 days.  General Secretary to contact club after 2 days confirming receipt of fine.

1.25.4       Any League officer aware of any discrepancy by a club team or any official of any club or team must report the matter verbally to the General Secretary within 24 hours including Sunday and in writing within 4 days (Sundays excepted).

 

   1.26.0       LEAGUE REPRESENTATIVE PLAYERS & MANAGERS.

1.26.1       Any player selected to represent the League in any match organised by the League, who fails or refuses to play without sufficient reason shall be guilty of misconduct and be dealt with by the Disciplinary Committee. Any club, which is found to have encouraged or instigated such conduct on the part of the player, shall be deemed guilty of misconduct and be dealt with by the Disciplinary Committee.

1.26.2       Managers for league representative team will be selected by league officer those persons wishing to be selected must make application to the general secretary as soon as possible after the current season has commenced. Where possible a manger will be selected before November committee meeting. Ideally mangers selected will have an assistant from another club who is currently participating at the same age group; an agreement will be entered into between the league and the manager to ensure that the side is a true representation of the players available from within the league and not from a member club entirely. In addition any found mangers guilty of inducing or attempting to induce either directly or indirectly a player of another league club to their club will be fined in accordance with clause 17.5. The executive committee will provide each rep squad manager with monies towards costs of hiring a mini bus or towards fuel.

1.27.0       REFEREES.

1.27.1       The League’s Assistant Secretary-Referees Appointments will arrange referee appointments and MUST appoint only properly registered and qualified referees to matches. The assistant secretary – referees shall where possible appoint a referee with a current or recent affiliation with a member club to games involving that club’s teams, this is to protect the referee against claims of bias and to ensure that the role of the referee is independent.

1.27.2       Whoever the Assistant Secretary-Referees Appoints to officiate a match clubs will accept the official(s) as if they are properly registered and qualified referees. The Assistant Secretary-Referees Appointments decision is final.

1.27.3       The referee’s fee will be £25.00 per game reviewed annually

1.27.4       In the event of a referee not being appointed for a match, or not turning up to a match then the home team manager will not be allowed to referee unless with the away team managers consents.   Only one person may be allowed to referee the whole of the match. Only through injury or illness to the appointed referee may another person officiate.  The away team manager will be allowed to referee if they so wish and no agreement will be necessary between managers. If a qualified referee is present the priority to be given to this person if he/she is willing to officiate. The person appointed in these circumstances takes over the responsibilities and duties of referee.  Complaints against this referee must be dealt with in the same way as if the referee were appointed by the league.

1.27.5       The person that referees the game must be payed regardless of whether the referee is league appointed or not

1.27.6       In the case of postponed matches the referee is entitled to half of the match fee if having travelled to the venue. The team postponing the match will be responsible for the referee’s payment. The referee should receive the full fee and the team should claim back relevant fee from league.

1.27.7       If a team calls of a game with less than 72 hours’ notice they will be liable for the referees fee should a referee have already been appointed

1.27.8       Clubs will provide referee’s assistants in all matches where none are officially appointed, these assistants will raise the flag left or right to signal the direction of a throw in, no other responsibility will be expected of the club assistant referee.

1.27.9       If requested the league should try to assign 3 officials to games where this has been specifically requested.  

1.28.0       COMPETITIONS.

1.28.1       The League will run competitions in respective age groups.  These should be reviewed annually.  The management team of the league should vote on suggested competitions.  This should be done at the May meeting

1.28.2       Any team having won a League Trophy must ensure that the trophy is returned to the General Secretary by March 1st. Failure to comply with this rule will result in an automatic fine (see scale).

1.28.3       If a club misplaces or breaks a trophy then that team will be required to replace that trophy at the teams/clubs expense

1.29.0       CHAMPION TEAMS.

1.29.1       At the end of the season’s competitions the top team in each division shall be declared the champion team of their division (irrespective of games played as long as they cannot be caught by another team in said age group. If teams are refusing to fulfil fixture then league to be informed who will then contact the coast.)  Three (3) points having been awarded for each game won & one (1) point for each game drawn.  Should two or more teams be equal on points then a play-off between the teams involved will take place in order to decide the champion team, goal difference will not be used to determine league position at any age group.  This also applies to runners-up position.  All teams involved will play the play-off games on neutral grounds approved by the Executive Committee.  If the score remains equal at the end of the required time then extra time will be played.  If the score remains equal then the taking of penalties as laid down by the F.A. of Wales will decide who will be declared winners.

1.29.2       The winning teams and runners up will be presented with mementoes if League funds permit. Every registered player is to be supplied with a winners and runners up memento for the League and Cups.

1.29.3       Presentation of trophies to League champions and runners up may be made at the final League games of the teams involved or at Presentation Night at the discretion of the General Secretary depending on the availability of League Officers.

1.30.0       NWCFA CUP COMPETITION

1.30.1       A competition for all Leagues will be held by the North Wales Coast FA in which teams from our League will be invited to compete. Teams are not obliged to participate in this competition.

1.30.2       Any team having won a League Trophy must ensure that the trophy is returned to the General Secretary by March 1st. Failure to comply with this rule will result in an automatic fine (see scale).

   1.31.0       GUARANTEE OF SAFE CUSTODY OF LEAGUE TROPHIES

1.31.1       A guarantee of the safe custody of any cup won by a club shall be given by the club winning the same. Such guarantee shall be a personal one, of such members of the clubs committee as shall be in office at the time the cup was won.

1.31.2       The League will charge the cost of any loss or damage to the said club.

1.31.3       All relevant correspondence to do with any League matters must be sent to the General Secretary. Any officer receiving correspondence by mistake must forward this immediately to the General Secretary without disclosing its contents to any other party.

1.32.0       ADDENDUM.

1.32.1       The Executive Committee at their discretion shall have the power to deal with any matter, not provided for under these rules, providing NWCFA or FAW rules permit the decided course of action. Any decision that relates to the member clubs or games played by their teams shall be notified formally to the member clubs of the league management committee.

CUP RULES

2.1.0         INTRODUCTION.

2.1.1         These rules will apply to all cup competitions organised by the League and the general League rules will apply unless otherwise stated.

2.2.0         ENTRY.

2.2.1         Clubs must enter all cup competitions organised by the League.

2.3.0         ADMINISTRATION.

2.3.0         The Executive Committee shall have the entire control of the competitions.

2.4.0         LAWS.

2.4.1         The matches will be played under the rules of the FA of Wales and in accordance with the laws of the game.

2.5.0         QUALIFICATION OF PLAYERS.

2.5.1         All players must be registered paid up members of the club/team they wish to play for and they must have been registered 14 days prior to the conference date of the cup match.  The members of each team may be changed during the series of matches but no player shall play in any cup competition for more than one competing club in the same season unless that club/team has been disbanded.

2.5.2         In the case of postponed, abandoned or replayed matches only those players eligible on the original date of the fixture will be eligible to play.

2.6.0         PROTESTS.

2.6.1         Any objection (in triplicate) to the qualification of a player must reach the General Secretary within three days (Sundays not included) after the conclusion of the game in which the player objected to has played and with a deposit of £5.00.  Such deposit to be forfeited if the protest is not sustained.

2.7.0         INELIGIBLE PLAYER.

2.7.1         If any player is found to be ineligible, then the team playing him/her will be adjudged to have lost the match and will be fined (see scale).

2.8.0         VENUES OF TIES.

2.8.1         The clubs shall be drawn in pairs and the first club drawn shall have home ground advantage.

2.8.2         All cup matches will be played to a conclusion that is there will be no replay of a match drawn at the end of normal time.

2.8.3         Byes shall be drawn at the discretion of the Executive Committee.

2.8.4         Where possible draws for cup competitions will take place at the League Management Committee Meetings.  These will take place after each round.  If it is not practicable to make a draw at a Management Committee Meeting, then a cup draw will be made by the General Secretary, Assistant Secretary Fixtures and any other independent person immediately after the previous round.

2.8.5         If the scores are level at the end of the scheduled time then extra time must be played as follows:-

                  All teams from under 13’s and above will play an extra ten minutes each way. In relation to small-sided soccer the extra time players will play will be five minutes each way.

2.8.6         If the score remains level at the end of extra time then the winners will be decided upon by the taking of penalties as laid down by the FA of Wales.  The Management Committee may alter cup competitions in order that they may be played on a two-leg basis with the exception of final ties which will remain on a one-match basis.

2.8.7         Both team managers to telephone the results of matches to the assistant secretary fixtures on Saturday by no later than 4pm. Team managers not complying with this rule will be fined (see scale).

2.8.8         Rule 19.2 will apply to all cup competitions.

  • FULFILMENT OF TIES.

2.9.1         Any club/team failing to play on the appointed date of the cup match or leaving the ground before completion of the match will be dealt with by the Disciplinary Committee for misconduct. The disciplinary meeting will be held within 14 days of original complaint being received by General Secretary.  If the offending club cannot render a satisfactory explanation they will be adjudged to have lost the match and will be fined (see scale), out of which the disappointed team being awarded such compensation as the Disciplinary Committee deems reasonable.

  • If a cup match is postponed on its due conference date then that match will take place the following week and replace any free date given or any arranged League fixture. A cup fixture takes priority over any League fixture.
  • The assistant secretary – fixtures shall provide a calendar of cup weekends at the start of each season, any team not fulfilling a cup fixture without a minimum of 14 days’ notice shall forfeit the game and the opposition shall advance to the next round.

2.9.4         Teams cancelling a cup game on more then one occasion will be removed from the cup and will be deemed to have lost the tie.  Team may incur a fine (see scale)

2.10.0       DATES AND VENUES.

2.10.1       The dates and venues of final ties shall be determined by the Executive Committee. All final ties will be played at the end of the season and the dates decided upon will only be changed to another date if the match is postponed due to inclement weather or to the non-availability of ground. Semi-final ties will be played at the ground of the team drawn out of the hat first; final ties will be played on neutral grounds.

2.10.2       Where possible Match officials to be chosen from the highest scoring referees calculated from the match report forms up until one week before finals day.

2.10.3       The League will supply a match ball to be used for each cup final. The loss of club footballs will not be the responsibility of the League.

2.10.4       Teams will bring 3 match balls to the final to be used if league supplied football cannot be used

2.10.5       All trophies won by teams must stay in the possession of the manager/club and must not be handed round to individual players; any manager/club not complying with this rule will be fined.

2.11.0       ADDENDUM.

2.11.1       The Executive Committee at their discretion shall have the power to deal with any matter not provided for under these rules.

COMPLAINTS AND CODES OF CONDUCT

RHYL AND DISTRICT JUNIOR FOOTBALL LEAGUE

COMPLAINTS PROCEDURE

                  Any complaints regarding the game or any persons involved should firstly be directed to the Club’s Safeguarding Officer or the Club Secretary in his/her absence who will then conduct an internal investigation into the complaint and inform the NWCFA Safeguarding Officer accordingly of any action taken, if any, as a precautionary measure and for information purposes only.

                  If the complainant is not satisfied with the Club findings, then he/she has the right to take the complaint to the League’s Safeguarding Officer or the League’s General Secretary in his/her absence and who will conduct further investigations and deal with the complaint in accordance with the criteria as laid down by the North Wales Coast Football Association.

                  Similarly, should the complainant remain not satisfied with the findings, then they have the right of appeal to the NWCFA as per their Rules4

                  If deemed necessary the League can reserve the right to seek advice and/or hand over to the     NWCFA General Secretary and/or the NWCFA Safe Guarding officer to deal with the matter.

                  Only the League will be allowed to contact the NWCFA not the clubs or parents.

                  We will follow and adhere to the North Wales Coast FA codes of conduct

NORTH WALES COAST FOOTBALL ASSOCIATION CHILD PROTECTION POLICY AND CODE OF CONDUCT.

Reporting of offences by match officials.

  • The Childs welfare is  paramount
  • All children whatever their age, culture, disability, gender, language, racial origin , religious belief, and/or sexual identity have the right to protection form abuse.
  • Anyone under the age of 18years should be considered as a child for the purpose of this policy
  • This code of conduct is intended to safeguard not only the children but also the adults who look after , manage, and coach the children.

Good practice.

  • Always be publically open when working with children. Avoid situations where an adult and the individual player are left completely unobserved by others.
  • If physical contact is necessary, it should be done openly. The coach/adult should be extremely careful as it is difficult to maintain hand positions when the child’s constantly moving. Some parents are becoming increasingly sensitive about the manual support and their views should always be carefully considered.
  • Ensure that when administrating first aid to a casualty’s intimate parts that there is a chaperone present
  • Where possible parents should take responsibility for their children in the changing rooms. Where children have to be supervised in the changing rooms always ensure that managers/coaches work in pairs and that gender is appropriate. Encourage and open environment  no secrets.
  • Where there are  mixed teams playing away from home they should always be accompanied by a male / female adult.
  • As a general rule it does not make sense for managers/coaches to spend excessive amount of time alone with children away from others.
  • As a general rule is does not make sense to take children alone in car journeys, however short .
  • As a general rule it does not make sense for managers/coaches to take children their home where they will be alone with the manager/coach.

Adult should never.

  • Engage in rough or physical or sexually provocative games including , horseplay
  • Share a room with a child
  • Permit or engage in any form of inappropriate touching
  • Making sexually suggestive comments to a child, even for fun
  • Allow allegations made by a child  to go unchallenged, unrecorded, or not acted upon
  • Do things for a child of a personal nature that they can do for themselves. However , it may be necessary for a volunteer for a volunteer to do things of a personal nature for children, particularly if they are very young or disabled. Such tasks should only be carried out with full understanding and consent of the parent/carer. There is a need to be responsive  to a child’s reactions. If the child is fully dependant then the adult should explain what they are doing and give choices where possible. If  during a care situation a child is accidentally hurt, the child seems distressed in any manner, appears to be sexually aroused by actions, or misunderstands or misinterprets something, the adult should report such incident as soon as possible to another colleague or club official and make a brief written note of the accidents. Parent/carer should be informed as soon as practicable.

COACHES CODE OF CONDUCT.

All managers/coaches and any persons involved with children/vulnerable adults must:

  • Hold a valid football association of Wales’s welfare  card.
  • Have the  welfare card with them at all times.
  • Show their welfare card on request

Any manager/coach found not having a welfare card will be dealt with by the north Wales coast football association/ football association of Wales.

  • Be reasonable in your demands on children’s time, energy and enthusiasm
  • Children play for fun and enjoyment and winning is only part of their motivation
  • NEVER ridicule or shout at children for making mistakes or losing a match
  • NEVER shout at or abuse match officials
  • Actively discourage any shouting from the sidelines, apart from general encouragement
  • Teach players that the laws of the game are mutual agreements which no one should break
  • Develop respect for ability of opponents, as well  as the judgement of officials and opposing coaches
  • Coaches must place the safety and well being of the performer above the development of performance
  • Coaches must hold  football association of Wales leaders award as a minimum coaching qualification and should voluntarily be able  to provide evidence as to their person record – prosecution/conviction history when requested manager/coaches should provide an example for the players in terms of behaviour , clothing and attitude and invest more in the well being and interest of the players than in their win/loss record. They have a responsibility to emphasise the following to the players in his/hers charge:-
  • Respect for the laws of the game
  • Respect for officials and their decision
  • Respect for opponents
  • Responsible behaviour
  • An emphasis on participation and doing ones best without a win at all costs attitude
  • An emphasis on enjoyment and fun.

PLAYERS CODES OF CONDUCT

  • Play by the laws
  • Never argue with the match officials
  • Control your temper. Verbal abuse of officials or other players, deliberately  distracting or provoking an opponent is not acceptable or permitted
  • Work equally hard for yourself and your team. Your teams  performance will benefit and so will you
  • Be a good sport. Applaud all good play whether they be your team , or your opponents
  • Treat all players as you would like to be treated yourself. Do not interfere with , bully, or  take unfair advantage of another player
  • Co-operate with your manager/coach, team-mates and opponents . Without them there would be no football match.

PARENTS CODE OF CONDUCT

  • Focus upon the child’s efforts and performance rather than the overall result of the game. This assists the child in setting realistic goals  related to his/hers ability by reducing the emphasis on winning.
  • Teach children that an honest effort is as important as victory, so that the result of the game is accepted without undue disappointment
  • Encourage children to always participate according to the laws
  • Never ridicule or shout at a child for making a mistake or losing a game
  • Remember that children learn form the best example. Applaud all good play
  • It you disagree with the match official, raise the issue through the appropriate channels rather than question the judgement and honesty in public. Remember most officials give their time and effort for your child’s involvement
  • Support all efforts to remove verbal and physical abuse from the game of football.

SPECTATORS CODE OF CONDUCT

  • Children play organised football for fun. They are not playing for entertainment of spectators only, nor are they miniature professionals
  • Applaud good performances and the effort from each team. Congratulate all players on their performance regardless of the match result
  • Respect the officials decision
  • Never ridicule or shout at a child for making a mistake during the game. positive comments motivate
  • Condemn the use of violence in any form, be it by spectators, coaches, officials or players
  • Show respect for your teams opponents. Without them there would be no game.
  • Encourage players to follow the laws and respect the referees decision
  • Demonstrate appropriate social behaviour by not using foul language, harassing players, coaches or officials.

SCHEDULE OF FINES

The fines that can be levied for infringements of these rules are scheduled as follows:-

5.1.1                   Failing to respond to the formal correspondence within 7 days – £10

5.1.2                   Failing to affiliate to the league before 1st August – £25

5.1.3                   Failing to attend a management committee meeting (without apologies) – £10

5.1.4                   Any member club or executive officer failing to be represented at the AGM – £20

5.1.5                   Any team does not have first aid kit at a game – £10

5.1.6                   Failing to notify league of personnel changes at club – £20

5.1.7                   Having less then 11 players registered on 31st August – £25

5.1.5                   If a team resigns from the League once the season’s fixtures have commenced – £25

5.1.6                   Clubs allowing players not to wear correct footwear/shin pads – £10

5.1.7                   Failing to complete online registration form correctly – £5 per form

5.1.8                   Registering any player already registered with another Junior League – £10

5.1.9                   Failing to create a registration card for a player – £10

5.1.10                 Managers found abusing rule 1.16.4 (Registrations) – £20

5.1.11                 Any team found to have played an ineligible player or players in a League match – £20

5.1.12                 Match report forms not completed properly – £10

5.1.13                 A team responsible for causing a late start whether the match is completed or not – £10

5.1.14                 Disciplinary Committee fine for abandonment of fixture – £25

5.1.15                 Requests for postponement of fixtures <24 hours before the fixture – £ 50

5.1.16                 Clubs/teams failing to fulfil a fixture without rendering a satisfactory explanation – £25 per game plus 3

                           Points deducted for each game may also be applied plus addition cost to cover any referees fees.

5.1.17                 Failure to inform the Assistant Secretary – Fixtures, if teams have entered any NWCFA cup competitions by the 31st August – £10

5.1.18                 Team Managers not communicating the result of matches in accordance with 1.22.1 – £5

5.1.19                   A team found to play in an unsanctioned Fixture / Event – £25

5.1.23                 Clubs/teams failing to be accompanied by a responsible adult at all fixtures – £30

5.1.24                 Club/team/manager found guilty of constantly offending against the rules of the game – £25

5.1.25                 Teams not informing league of change of venue £30 – includes ref fee

5.1.26                 Clubs/teams failing to pay fines within 14 days – £25

5.1.27                 Clubs/team not returning the League Trophy to the General Secretary by March 1st – £50

5.1.28                Any club/team failing to play on the appointed date of the cup match, if the offending club cannot render a satisfactory explanation – £20 plus elimination from competition

5.1.29      Team managers not submitting  Team Sheet 30 Minutes Prior to kick off in accordance with  Rule 1.19.3 with the exception of minis by 12pm noon-£5

5.1.30      Team managers submitting a Team Sheet after kick off in accordance with  Rule 1.19.3 with the exception to the minis after 12pm noon- £10

Fines will be issued on a scale

1st offence – fine as above

2nd offence – fine as above but doubled

3rd offence – disciplinary hearing
